- Promotion and Protection of Shippers’ Interests
The South Sudan Shippers’ Council shall serve as the principal body responsible for safeguarding the interests of shippers engaged in both international and domestic trade. The Council shall advocate for fair treatment, equitable pricing, and transparency in the provision of shipping and logistics services. It shall ensure that shippers are protected from exploitation, unfair charges, and discriminatory practices by carriers, freight forwarders, and other service providers within the supply chain.
- Facilitation of Efficient Transport and Logistics Systems
The Council shall work to promote efficient, reliable, and cost-effective transport and logistics systems in South Sudan. It shall collaborate with relevant government agencies, transport operators, and international partners to streamline procedures, reduce delays, and improve port and corridor performance. This includes addressing bottlenecks in road, river, rail, and air transport systems.
- Advisory Role to Government
The Council shall act as an advisory body to the Government of South Sudan on matters relating to shipping, trade facilitation, and logistics. It shall provide policy recommendations, technical expertise, and research-based insights to support the development of laws, regulations, and strategies that enhance the competitiveness of South Sudan’s trade sector.
- Promotion of Trade Facilitation
The Council shall promote trade facilitation measures aimed at simplifying and harmonizing procedures involved in the movement of goods. It shall advocate for the adoption of modern customs practices, digitalization of documentation, and reduction of bureaucratic barriers that hinder trade.
- Capacity Building and Training
The Council shall organize training programs, workshops, and seminars to build the capacity of shippers and other stakeholders in the logistics sector. It shall promote knowledge sharing on best practices, international standards, and emerging trends in shipping and trade.
- Dispute Resolution and Mediation
The Council shall provide mechanisms for the resolution of disputes between shippers and service providers. It shall facilitate mediation and arbitration processes to ensure amicable settlement of conflicts without unnecessary litigation.
- Promotion of Regional and International Cooperation
The Council shall foster cooperation with regional and international organizations involved in shipping and logistics. It shall represent South Sudan in relevant forums and promote partnerships that enhance trade connectivity and integration.
- Data Collection and Research
The Council shall collect, analyze, and disseminate data related to shipping, trade flows, and logistics performance. This information shall be used to inform policy decisions and improve the efficiency of the supply chain.
